Serco, Inc.'s Operator Qualification (OQ) Program
The DOT's Office of Pipeline Safety implemented the Operator Qualification regulation in October of 2002. The OQ Program was designed to ensure that people working on or near hazardous liquid or gas pipelines have the right training and qualifications. The ultimate goal is to reduce the number of pipeline accidents caused by human error. What does the OQ regulation require?
The OQ is a performance-based regulation that requires every operator of a pipeline to identify certain tasks related to operations and maintenance. The operator must provide a written assessment of the qualifications of individuals performing those tasks for the operator. These personnel must have the ability to recognize and appropriately respond to abnormal operating conditions.
These rules cover anyone who performs the covered tasks. This can be people employed by the pipeline operator, contractors, sub-contractors, or any other entity doing the tasks. The regulation does allow for a non-qualified person to perform covered tasks as long as a qualified individual is on-site, directing and observing the non-qualified person.
How does Serco verify personnel are qualified to perform covered tasks?
To make it easier to meet strict DOT OQ requirements, Serco has become an Accredited Training Sponsor (ATS) and Accredited Assessment Center (AAC) through the National Center for Construction Education and Research (NCCER). They also employ qualified Veriforce Evaluators to evaluate and qualify personnel. Serco, Inc. uses both Veriforce and NCCER to assess and document the qualifications of personnel. Serco also uses Veriforce and ISNetworld to maintain complete documentation on employee and company statistics, OSHA logs, current insurance certificates, and Experience Modification Rate (EMR) letters. These two companies provide an information platform that allows pipeline operators, contractors, and assessment centers to submit OQ statuses on employees. They allow operators and other interested parties to verify the OQ status of all personnel before allowing them to perform covered tasks.
Each employee of Serco must maintain qualification to perform their identified tasks safely and accurately. All pipeline employees must successfully complete applicable written assessments and performance evaluations. Those assessments and evaluations must be documented through NCCER or Veriforce. The company monitors the expiration dates on personnel qualifications to prevent work delays and maintain records necessary for complying with the rule.
